This Pacific Nation Launches Pioneering Universal Basic Income Scheme Featuring Digital Currency Payments

The Marshall Islands has rolled out a country-wide basic income guarantee initiative that offers quarterly payments via cryptocurrency, in addition to more traditional methods. Experts call it the first scheme of its type globally.

Program Details: Quarterly Payouts and Multiple Payment Options

As part of the initiative, every resident citizen will receive disbursements every three months of approximately $200. This effort aims to ease cost of living pressures. Initial payments were distributed in late November, with citizens able to choose how to receive the money: into a bank account, by cheque, or in digital form via a official blockchain wallet.

"We the government are committed to ensuring no one is left behind," said a senior finance official. "This amount per citizen per quarter, totaling $800 a year, does not compel you to quit your job … but it’s like a morale booster for people."

Financing the Initiative: A $1.3 Billion Trust Fund

This basic income program is financed by a substantial trust fund established under an agreement with the US. The endowment contains over $1.3bn in assets, with further funding of $500m secured through 2027. A key objective is to compensate for past weapons tests carried out in the region.

A Digital First: Blockchain Technology for Isolated Islands

The cryptocurrency option uses a digital token pegged to the American dollar. Officials developed this to address the logistical challenge of delivering funds across numerous remote islands. "We recognized the potential in what the blockchain can provide," noted the minister.

Blockchain is commonly associated with the underpinning for digital currencies, but it also has applications for conventional financial instruments like government bonds, which underpin this digital payment scheme.

Challenges and Uptake: Internet and Infrastructure

However, experts caution that blockchain transfers by themselves do not guarantee economic participation. In a country where web access is patchy and frequently disrupted, basic infrastructure is a key requirement. "Improving internet coverage, improving smartphone penetration – such factors are the minimum for a digital system," an expert commented.

Initial data indicate most recipients are opting for conventional channels. Roughly six in ten of the initial disbursements were deposited into bank accounts, with the rest taken as physical checks. Only a small number – about 12 people – have signed up for the digital wallet option so far.

On-the-Ground Effect: Addressing Priorities

Administrators working on the rollout have traveled to outer islands to register people. Reports suggest a lot of people spent the funds immediately for basic needs like food and supplies. Others allocated the $200 for festive gatherings around a local holiday.

"You can tell they’re happy, because on the streets, there’s so much traffic, it’s like there’s a big something happening," said a finance manager.

Past Experiments and Future Risks

This is not the initial attempt the nation has experimented with cryptocurrency. A 2018 plan to create a sovereign cryptocurrency ultimately stalled after cautions from global institutions.

International observers have flagged that while the blockchain approach is innovative, it carries significant risks, including monetary, regulatory, and image-related risks, particularly if oversight is not robust.

The success of this experiment is hard to predict. "Basic income programs are rare, especially nationwide, and there are few examples that merge this fiscal architecture with a digital delivery component in a remote nation," explained a political analyst.

Nevertheless, the initiative could offer advantages for spread-out island nations. "In a place conventional banking infrastructure can be limited, a blockchain option could reduce barriers and make transfers easier, particularly in outer atolls," she added.
