Europe experienced widespread relief on Monday, as the crisis caused by the introduction of a new comprehensive peace framework for ending the war appeared – briefly – to have been contained. A senior US official spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: another massive barrage of missile and drone strikes on Kyiv.
The Cycle of Peace Talks and Military Action
The sequence of conflicting incidents captured the bleak nature of the current period. By day, political struggles are fought: optimistic declarations are issued from multiple capitals. Considerable effort is expended on containing specific proposals. By night, the Kremlin brutally reminds the world that, for them, war remains the key method for achieving "resolution".
Nocturnal Warfare
As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is able to track rocket firings from enemy soil, a ability afforded by current data. From observation points, Ukrainian air force fighter jets that had been dispatched to intercept incoming guided weapons streaked across the sky – advanced fighter aircraft provided to Ukraine by NATO members.
Moments later, Kyiv's missile defense thundered: multiple launches fired to intercept a hostile projectile. This was a modern interception technology at work, probably delivered by allied countries. Every firing jolts you unexpectedly, shaking the windows. The instant of fear quickly transforms into resigned acknowledgment: maybe the hostile projectile won't hit its mark this time, preventing destruction from catastrophe and another blackout.
Persistent Threats
Not long after, a large-caliber weapon opened up on a drone in the vicinity, part of a rapid response unit – almost certainly allied-provided weaponry. Sadly, the bullets missed the opposing UAV – it continued its flight toward its target.
With pauses, this persisted until dawn. Kyiv faced the morning news: several casualties, damage and utility failures in many homes as a result of the nocturnal offensive. As always, everyone still went about their day – living the war. But those 24 hours encapsulated Ukraine's vital need on international aid – a reliance that neighboring countries are demonstrably unable to fill in the immediate future.
Ineffective Peace Efforts
The 28-point plan from US administration provoked deep reactions, debate and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.
Every new approach from US leadership follows the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually win the battle. This pattern will, undoubtedly, persist.
Strategic Calculations
It is easy to blame certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. American leadership functions according to a premise familiar among international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The American government assumes that it is impossible to pressure the Kremlin to surrender the land that it presently holds in Ukraine's occupied territories.
The problem is that while accepting these circumstances, American administration does minimal to prevent Kremlin actions, through statements or actions, from thinking that the current condition will not shift further in its benefit in the near future.
Opposing Positions
Therefore, Russian leadership is confident that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their incentive to sign a deal that does not give them the maximum possible gain is almost completely absent. There may be many attempts to stop fighting, but they will carry on as long as Russia's government remains highly assured in the outcome.
On the contrary, Kyiv believes that Ukraine can still persist, progressively conceding civilians and areas but avoiding a entire defensive failure until conditions improve in its favour.
Present Conditions
Realistically, there are no real preconditions for a ceasefire. Now, individual motivations are entering the equation: political desires to negotiate peace and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unsuitable, so that their focus does not switch to domestic problems. And although their task will now be significantly challenging after latest incidents, it remains quite doubtful that this will modify their basic position.
These opposing factors are driving the talks.
Conclusion and Outlook
It took a just a single week to terminate the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, latest revelations, all achieved their purpose.
While new proposals based on previous concepts are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are based on Russian demands and demonstrate specific hesitation to modify developments, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, primarily depend on continued Western support.
